Role and responsibility of Prescribed Authority:

(1)Prescribed Authority receipts application from the education agencies/Non-Government Colleges pertaining to establishment of new college/institution, increase of seats, opening of new courses/ new subjects/new honours subject and grant of Recognition. The Prescribed Authority scrutinises the applications and makes necessary inquiry on the applications, which are found complete in all respect and have been made in conformity with Act and Rules made there under. He submits his report and recommendation in respect of the applications, to the High Power Committee, constituted u/s 5(5) and 6(4) of the Orissa Education Act,1969 for its consideration. Further, he communicates the decision of HPC to the concerned educational agencies.

(2) He ensures that the Colleges permitted under the Act are maintaining the minimum standard of education and functioning as per the provisions of the prevalent Act, Rules and Guidelines issued by the Government from time to time.

Territorial Jurisdiction of Prescribed Authority: Regional Directors of Education of the State have been declared as the Prescribed Authority under the Orissa Education Act,1969 of their respective jurisdiction. At present there are 5 Regional Directors of Education(RDE) which are RDE, Bhubaneswar/ Sambalpur/ Berhampur/ Balasore/ Jeypore. The territorial jurisdiction of the regional Directors are as follows: (i) Districts comes under RDE,Bhubaneswar are Angul, Cuttack, Dhenkanal, Jagatsinghpur, Kendrapada, Khorda, Nayagarh, Puri(ii) Districts comes under RDE,Sambalpur are Baragarh, Bolangir, Deogarh, Jharsuguda, Kalahandi, Nuapada, Sambalpur, Subarnapur, Sundargarh (iii) Districts comes under RDE,Berhampur are Gajapati, Ganjam, Kandhamal (iv) Districts comes under RDE,Balasore are Balasore, Bhadrak, Keonjhar, Mayurbhanj (v) Districts comes under RDE, Jeypore are Koraput, Malkangiri ,Nawarangpur , Rayagada
