Rashtriya Uchchatar Siksha Abhiyan (RUSA) is a GOI Scheme with aim to improve access, equity, and quality of Higher Education through planned development at the State level. Odisha joined RUSA on October 28, 2013 by committing to reform it’s Higher Education sector. The State joined RUSA 2.0 on May 2018.

The cost of the programme is shared by the Centre and the State in the ratio of 60: 40.

The budget provision for this financial year i.e. 2021-22 is Rs 212.00 cr.

• RUSA 1.0 and RUSA 2.0 both central sponsored schemes are being implemented in Odisha since 2014-15 and 2017-18 respectively with an objective to achieve access, excellence and equity in the State Higher Education systems with greater efficiency, transparency, accountability and responsiveness.
• The cost of the programme is shared by the Centre and the State in the ratio of 60: 40.
• Since 2013-14 FY to till date a sum of Rs 555.38 Cr (C.S-Rs333.23 Cr + S.S- Rs.222.15 Cr) under RUSA 1.0 has been released for infrastructural development and improvement in quality education. Similarly, since 2018-19 to till date a sum of Rs 99.66 Cr (C.S-Rs.59.80 Cr + S.S- Rs.39.86 Cr) under RUSA 2.0 has been released to Higher Education institutions of the state.
• The budget provision for this financial year i.e. 2020-21 is Rs 220.00 cr.
